71% of likely voters are in favor of Proposition 36 and 77% of voters feel that the outcome of Proposition 36 is very or somewhat important.
SACRAMENTO, Calif. (September 19, 2024) – The Public Policy Institute of California (PPIC) released the results of a statewide survey, Californians and Their Government, demonstrating strong support for Proposition 36, with a 45-point margin favoring its passage. An overwhelming 71% of likely voters are in favor of Proposition 36, while only 26% oppose it. Support crosses party lines, with 85% of Republicans, 73% of independents, and 63% of Democrats backing the measure.
Proposition 36 is the most highly anticipated measure on the November ballot, with 26% of likely voters saying it’s the proposition they are most interested in. Additionally, 77% of voters feel that the outcome of Proposition 36 is very or somewhat important.
“It is clear that Californians want meaningful solutions to homelessness, retail theft, and the fentanyl crisis now, which is why they are overwhelmingly supporting Proposition 36,” said Greg Totten, co-chair of Californians for Safer Communities. “Proposition 36 is the commonsense, balanced approach that not only holds repeat retail theft offenders and drug traffickers accountable, but it also encourages meaningful drug treatment and rehabilitation, giving individuals the opportunity to break the cycle of chronic homelessness, substance abuse, and theft. On November 5, voters have the chance to support Proposition 36 and create lasting change.”

“A solid majority [71%] would vote yes on Proposition 36, which would allow felony charges and increased sentences for some drug and theft crimes.”
“Regionally, support is highest in the Inland Empire (79%) and lowest in the San Francisco Bay Area (64%, 74% Orange/San Diego, 73% Central Valley, 71% Los Angeles).”
“Asked which of the ten November ballot measures they are most interested in, more than one-quarter of likely voters (26%) say Prop 36, a larger share than for any other proposition.”
“When asked how important the outcome of the vote on Proposition 36 is, three in four likely voters say it is very (41%) or somewhat important (36%). Those who would vote yes on the measure are three times more likely than those who would vote no to call it very important (51% to 16%)…also the largest share for any of the November ballot measures.”
Proposition 36, the Homelessness, Drug Addiction, and Theft Reduction Act will:
- Hold those who are committing repeated retail theft and fentanyl sales crimes accountable for the safety and health of our communities.
- Create accountability for repeat smash-and-grab offenders who drive up costs for all Californians and chase retailers out of the state.
- Bring back incentives and accountability needed for individuals to get into necessary drug treatment and job training programs — helping them begin new lives. Currently, those arrested multiple times for hard drug use have no incentive to choose treatment.
