$1 Million Presented in Support of Key Ballot Measure
Los Angeles, Calif. (October 10, 2024) – Today, a press conference was held in Los Angeles to rally support for Proposition 36, aimed at combating retail theft and ensuring safer environments for small businesses and communities. The event brought together 7-Eleven Franchisees, 7-Eleven, Inc. representatives, community leaders, and law enforcement to discuss the crucial need for the passage of Proposition 36 as absentee ballots start to hit mailboxes.
With the $1 million presented at the event, Franchisees and 7-Eleven, Inc. have come together to raise over $2 million in support of Proposition 36. The most recent contributions included $500,000 raised by 7-Eleven Franchisees, a donation matched by 7-Eleven, Inc., reflecting a strong commitment to the independent business owners and the communities they serve.
“I’ve operated in this area for nearly 25 years and have seen the growth in crime rates firsthand. Prop 36 is not just about protecting our stores; it’s about preserving our dedication to the community and the customers that we serve. We need Prop 36 to ensure that businesses can operate without fear of crime and that Californians feel safe in their communities,” said Franchisee Jawad Ursani, whose store served as the location for the press conference.
“Today’s event is a testament to the dedication of our Franchisees and the entire 7-Eleven family. We stand united in our belief that Prop 36 is crucial for protecting local businesses and ensuring the safety of the communities they operate in,” said Randy Quinn, Senior Vice President of Franchise Operations for 7-Eleven, Inc. “We cannot accept a status quo that allows crime to flourish. Together, we are taking a stand.”
Sukhi Sandhu, Chairman of the National Coalition of Associations of 7-Eleven Franchisees (NCASEF), highlighted the broader implications for Franchisees and small business owners across the state. “Today, we showed that 7-Eleven Franchisees are more than just business owners, we are a vital part of the community. Prop 36 represents hope for the future. By standing together, we can make a real difference in addressing retail theft and advocate for the changes necessary to protect our businesses and neighborhoods.”
“As law enforcement officers, we see the devastating effects of these crimes on both business owners and the public. Prop 36 will give us the tools to hold offenders accountable while providing pathways for rehabilitation. It’s time to send a clear message that we will not tolerate lawlessness in our neighborhoods,” shared Debbie Thomas, Director, Los Angeles Police Protective League.
“Proposition 36 provides a common-sense solution to a growing problem facing cities across California. As local leaders, it is our responsibility to support initiatives that protect our communities, and this measure does just that by addressing retail theft and ensuring those responsible are held accountable. It’s time to prioritize safety and support our small businesses,” shared Michael Cao, President of the Los Angeles County Division, League of California Cities, and City of Arcadia Mayor.
The event featured remarks about the experiences of Franchisees who have fallen victim to retail crime, as well as the role of law enforcement in advocating for Prop 36.
In every public poll – including Berkeley ISG,PPIC, and USC, CSU Long Beach, and Cal Poly Pomona– Californians across political parties and regions overwhelmingly support Prop 36.
As the November election quickly approaches, 7-Eleven remains committed to supporting independent business owners and advocating for a safer California. The company’s efforts are part of a broader initiative to strengthen community ties and ensure that local businesses can thrive while mitigating the threat of retail crime.

ABOUT Proposition 36: The Homelessness, Drug Addiction, and Theft Reduction Act, will:
- Hold those who are committing repeated retail theft and fentanyl sales crimes accountable for the safety and health of our communities.
- Create accountability for repeat smash-and-grab offenders who are driving up costs for all Californians and chasing retailers out of the state.
- Bring back incentives and accountability needed for individuals to get into necessary drug treatment and job training programs — helping them begin new lives. Currently, those arrested multiple times for hard drug use have no incentive to choose treatment.
